EU PPWR Takes Full Effect — Single-Use Plastic Bans Reshape the Bag Industry

The EU Packaging and Packaging Waste Regulation (PPWR) entered its full enforcement phase in August 2026, requiring all member states to achieve a 65% plastic packaging recycling rate by 2029 and making all plastic packaging reusable or recyclable by 2030. Single-use plastic bags will progressively exit mainstream retail shelves across the EU.

For the eco-bag industry, PPWR is both a constraint and an opportunity. Reusable non-woven, cotton canvas, jute and compostable PLA bags will enter mainstream retail packaging sequences; GRS/RCS-certified recycled-material bag demand will increase significantly.
